Former public security officers told to strengthen community role

VOV.VN - General Secretary of the Communist Party of Vietnam Central Committee and President To Lam has called on the Vietnam Association of Former People’s Public Security Officers to become a stronger support for its members and play a more active role in safeguarding national security and serving local communities.

The top leader made the request while addressing the second National Congress of the Vietnam Association of Former People’s Public Security Officers for the 2026-2031 term in Hanoi on October 3.

He recognised the association’s contributions during its first term, noting that its members have maintained the traditions and qualities of the People’s Public Security force, supported one another and actively participated in tasks assigned by Party committees, local authorities, the Vietnam Fatherland Front and public security forces at the grassroots level.

Building a common home and a bridge with the people

The General Secretary and State President said the association should first and foremost be a common home that strengthens comradeship and solidarity among former public security officers and those who have contributed to safeguarding security and public order.

Its chapters should pay greater attention to the health and material and spiritual well-being of members, particularly those facing difficulties, as well as serving as a bridge connecting members with public security forces, Party committees, local authorities and the Vietnam Fatherland Front.

The association should also continue to play a core role in the movement for all-people participation in safeguarding national security, closely coordinating with public security forces at the grassroots level.

The top leader stressed that the association’s activities should follow the principle that “the people are the foundation”, putting people at the centre and responding to their legitimate needs, aspirations and interests.

Former public security officers should help communicate the Party and State’s policies and laws on security, public order and social safety to the public, while conveying people’s concerns and aspirations to the Party, State and Ministry of Public Security.

Passing on traditions and experience to younger generations

The top leader urged the association to make full use of the political experience, credibility and knowledge of its members to educate younger generations about patriotism, revolutionary traditions and the proud traditions of the People’s Public Security force.

He also called on former public security officers to continue studying and putting into practice the thought, ethics, working methods and style of President Ho Chi Minh and the Six Teachings he gave to the People’s Public Security force, setting an example in their communities.

The association should contribute to raising public awareness, strengthening vigilance and promoting lawful conduct, alongside spreading positive values at the grassroots level.

He asked the Ministry of Public Security to continue implementing existing policies and review and adjust relevant measures to ensure that the association can effectively carry out the tasks assigned to former public security officers by the 14th National Party Congress.

He also called on the Ministry of Public Security and the Vietnam Fatherland Front Central Committee to study and propose mechanisms and policies for the association as an organisation entrusted with tasks by the Party and State.

The congress elected a 61-member Executive Committee for the 2026-2031 term, with Senior Lieutenant General Le Quy Vuong re-elected as President of the association. The Vietnam Association of Former People’s Public Security Officers has more than 150,000 members nationwide.
