Police conduct security drill for riot, terrorism scenarios in Central Highlands
VOV.VN - Nearly 4,000 officers and soldiers took part in a large-scale security drill in Dak Lak province on October 2, featuring simulated scenarios ranging from public disorder to riots, terrorism and hostage-taking.
The scenarios were designed as a connected sequence with increasing levels of complexity, requiring multiple response measures and close coordination among participating forces. The exercise not only focused on handling incidents on the ground but also incorporated emerging factors that could affect security and public order.
During the drill, participating forces carried out a range of response measures, from controlling situations in affected areas to pursuing and detaining suspects, rescuing hostages, and conducting search and rescue operations. Military helicopters also participated in an airborne deployment exercise to support special police forces in dealing with simulated scenarios under the direction of the exercise command.
Several new elements were incorporated into the scenarios, including responses to the use of unmanned aerial vehicles and coordination between ground forces and helicopters. Online activities aimed at inciting disorder were also incorporated into the exercise to test the ability to combine situation monitoring on the ground with monitoring developments in cyberspace.
Exercise tests coordination and command capabilities
Through the sequence of linked scenarios, the exercise tested the ability of participating forces to command, coordinate and work together when dealing with incidents emerging simultaneously at different locations and levels of complexity.
Presiding over the drill, Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security, noted that the Central Highlands holds strategic importance for national defence, security, external relations and socio-economic development. He said the forces need to strengthen their ability to monitor, analyse and forecast developments so that situations can be addressed proactively at an early stage.
Amidst increasingly complex traditional and non-traditional security risks, Sen. Lieut. Gen. Tung requested that local police forces regularly review and update plans for handling security and public-order situations, and strengthen coordination between the police, military and other relevant forces under a unified command structure.
He also called for better training, greater use of science and technology and stronger digital transformation, while stressing the need to address issues arising at the grassroots level to prevent them from developing into complex security and public-order situations.
Turning exercise lessons into practical capability
According to the Deputy Minister of Public Security, the value of an exercise lies not only in completing the scenarios set out in the plan, but more importantly in applying the lessons learned to real-world operations.
“The most important thing is to turn the lessons learned from the exercise into practical capability and the ability to proactively prevent and effectively handle situations in practice,” he said, adding that the forces must not be caught off guard in any situation.
Following the exercise, participating units were asked to review and assess the results, identify areas requiring improvement, and update their response plans accordingly.
Major General Phan Thanh Tam, director of the Dak Lak Provincial Police, said the province’s strategic position placed high demands on efforts to safeguard security and public order. The provincial police would continue to enhance their preparedness and capacity to respond to complex situations.
