Top leader To Lam urges police force to shift towards proactive security

VOV.VN - General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam has urged Vietnam’s police force to put “proactive security” at the centre of its work, shifting from response towards forecasting, prevention and early action against emerging risks.

Shifting from response to proactive security

Speaking at the third-quarter 2026 review conference of the Central Public Security Party Committee in Hanoi on September 30, the top leader called for stronger strategic research and forecasting, improved early-warning capabilities, and efforts to identify and address security and social-order risks at an early stage and from their source.

He stressed the need to implement the Party’s resolutions, conclusions and strategic projects effectively, particularly those concerning national security and the protection of national security, while addressing complex and emerging issues in a timely manner.

The approach, he said, should move beyond responding to risks after they emerge towards anticipating, preventing and proactively shaping the security environment. Greater attention should also be paid to human security and the building of a modern, multi-layered people-based security posture.

Reviewing the force’s performance in the first nine months of 2026, the top leader noted that security and social-order targets have been met or exceeded, with crime falling 12.09% year on year. He also highlighted results in combating corruption, waste and misconduct, drug-related crime, online fraud and intellectual-property violations, as well as international security cooperation and social welfare programmes.

He asked the People’s Public Security force to build on these results by strengthening its capacity to anticipate and proactively address risks, while continuing to develop as a revolutionary, regular, elite and modern force.

Turning strategic resolutions into concrete action

Opening the conference, Minister of Public Security Gen. Luong Tam Quang said 2026 was the first year of implementing the resolution and action programme of the 14th National Party Congress, the resolution of the eighth National Congress of the Central Public Security Party Committee, and the Party Central Committee’s strategic resolutions.

These tasks, he said, placed high demands on action, discipline, responsibility and enforcement across the Central Public Security Party Committee and the Ministry of Public Security. Effective implementation of the Party’s 14th National Congress resolution and strategic policies, together with the successful performance of public security tasks in the third quarter and the first nine months, would lay an important foundation for the remainder of 2026 and subsequent years.

Quang noted the issues on the conference agenda concerned important matters of national security and social order and reflected the Party’s new thinking on national security and national security protection. Although they had already been discussed within the Ministry of Public Security, he called for further contributions from members of the Central Public Security Party Committee and heads of units under the ministry, as well as guidance from Party and State leaders and central ministries and agencies, to help finalise the documents.

The conference reviewed the implementation of public security tasks in the third quarter and the first nine months of 2026 and set priorities for the final months of the year. It was attended by Prime Minister Le Minh Hung, National Assembly President Tran Thanh Man, and Standing Member of the Party Central Committee’s Secretariat Tran Cam Tu, among others.
