Vietnam and Mongolia parliaments ink cooperation document
VOV.VN - Leaders of the National Assembly of Vietnam and the State Great Hural of Mongolia have signed a Memorandum of Understanding, expanding collaboration in lawmaking, oversight, digital transformation, parliamentary modernisation and coordination at inter-parliamentary forums.
The MoU was signed in Ulaanbaatar on September 10 by Chairman of the State Great Hural of Mongolia Sandag Byambatsogt and his visiting Vietnamese counterpart Tran Thanh Man.
The two top legislators also witnessed the signing of an MoU on cooperation between the offices of the two parliament.
Expanding cooperation between two legislatures
Under the Memorandum of Understanding on cooperation between the National Assembly of Vietnam and the State Great Hural of Mongolia, the two sides agreed to strengthen cooperation between their legislative bodies, contributing to the effective implementation of directions and agreements reached by their senior leaders and promoting the Vietnam-Mongolia Comprehensive Partnership in a substantive and effective manner.
They will step up exchanges of delegations, meetings, talks, seminars and interactions among leaders, parliamentarians, specialised agencies, and advisory and support bodies of the two legislatures.
The two parliaments will also share experience in lawmaking, oversight and decision-making on major national issues, and coordinate, consult and support each other at regional and international inter-parliamentary mechanisms and forums in which both sides participate.
Sharing experience in science, technology and digital transformation
The memorandum identifies areas of mutual interest in line with the orientation of the Comprehensive Partnership for the two sides to share experience and exchange views, including socio-economic development, science and technology, innovation and digital transformation.
The two sides will also step up exchanges in agriculture, environmental protection, climate change response, culture, education, tourism and people-to-people exchanges.
Notably, the two parliaments will exchange views on the role of legislative bodies in promoting, overseeing and supporting the effective implementation of agreements and arrangements signed between the two governments.
Enhancing transparency and modernising parliamentary operations
The two sides will cooperate and share experience to ensure transparency and openness in parliamentary activities, expand opportunities for citizens to access information, participate in decision-making processes and oversee parliamentary activities.
The National Assembly of Vietnam and the State Great Hural of Mongolia will also exchange experience in digital transformation, technology application and the modernisation of parliamentary advisory and support bodies.
The National Assembly’s Committee on National Defence, Security and External Relations of Vietnam and the Standing Committee on Security and Foreign Policy of the Mongolian parliament will serve as focal points for coordinating the implementation of cooperation activities.
Parliamentary offices strengthen coordination
Under the Memorandum of Understanding on cooperation between the offices of the two parliaments, the two sides will adopt appropriate forms of cooperation to improve the effectiveness of their advisory and support functions for parliamentary activities, while continuing to strengthen friendly relations and cooperation between the two offices.
Implementation of the memorandum will be based on the principles of equality, mutual benefit, respect and mutual understanding, in accordance with the fundamental principles of international law, international treaties to which the two countries are parties, the laws of each country, and the respective functions, duties and powers of the two sides.
