Party and State leader To Lam meets with leaders on sidelines of UNGA 81
VOV.VN - General Secretary of the Communist Party of Vietnam Central Committee and President To Lam has held a host of meetings with President of Timor-Leste José Ramos-Horta, Swiss President Guy Parmelin, and Finnish President Alexander Stubb.
These meetings took place within the framework of his working visit to attend the High-Level General Debate of the 81st Session of the United Nations General Assembly (UNGA 81) and conduct bilateral activities in the United States, on the afternoon of September 22 (local time) in New York.
During the meeting, President of Timor-Leste José Ramos-Horta highly valued the positive development of Vietnam-Timor-Leste relations, noting that political trust is increasingly consolidated and cooperation across multiple fields continues to expand. The President expressed admiration for Vietnam's rapid and sustainable development, affirming that the country's developmental process has served as a powerful inspiration for Timor-Leste.
Ramos-Horta also thanked Vietnam for its consistent support and accompaniment of Timor-Leste throughout its development, regional integration, and international integration, while agreeing to further augment bilateral cooperation to become increasingly substantive and effective. As an immediate step, the two sides will convene the first session of the Joint Bilateral Committee to discuss specific plans and fields of cooperation, including exploring areas where Vietnam can assist Timor-Leste in enhancing economic self-reliance, developing private enterprises and infrastructure, and refining institutions.
The top Vietnamese leader affirmed that Vietnam always values and wishes to strengthen friendship and multifaceted cooperation with Timor-Leste. He highly appreciated the outcomes of the official visit to Vietnam and attendance at the third ASEAN Future Forum by the Prime Minister of Timor-Leste last June.
He suggested that the two sides continue close coordination to effectively implement high-level agreements and common perceptions, step up delegation exchanges and contacts at all levels to create fresh impetus for bilateral cooperation, and promote substantive cooperation across economics, trade, investment, agriculture, telecommunications, education and training, and people-to-people exchanges.
Vietnam stands ready to continue sharing experience and supporting Timor-Leste in fulfilling its role as a member of the Association of Southeast Asian Nations (ASEAN), serving as ASEAN Chair in 2029, and integrating into the region with increasing effectiveness, he added.
The two sides agreed to step up consultation, coordination, and mutual support at ASEAN, the UN, and regional and international forums, contributing to reinforcing ASEAN's solidarity and centrality, promoting multilateralism, upholding international law, and maintaining peace, stability, cooperation, and development in the region. On the occasion of the 25th anniversary of diplomatic relations in 2027, the two leaders consented to coordinate the successful organization of commemorative activities.
During the meeting with Swiss President Guy Parmelin, the two leaders expressed delight at the positive progress in bilateral relations over recent times. The Swiss President expressed admiration for Vietnam's development goals and orientation for the upcoming period. President Guy Parmelin emphasized that his upcoming visit to Vietnam will be an important milestone, further strengthening bilateral ties on the occasion of the 55th anniversary of diplomatic relations, and expressed the desire to become a key economic and trade partner of Vietnam, commensurate with the potential of each country. The President proposed that both sides soon establish joint research cooperation projects in agriculture, biotechnology, green energy, and the digital economy.
For his part, Party General Secretary and State President To Lam shared the views of President Guy Parmelin, stating that he is directing relevant Vietnamese agencies to make thorough preparations for the president's upcoming visit. To Lam proposed that Switzerland encourage and facilitate Swiss corporations in stepping up investment in Vietnam in Switzerland's fields of strength, such as banking and finance, manufacturing, pharmaceuticals, and innovation. He asked Switzerland to share experience and support Vietnam in financial technology, building an international financial center, digital finance, blockchain, and developing high-quality human resources in technology.
During the discussion, the two leaders emphasized the need to effectively carry out the substance of the comprehensive partnership framework with specific cooperation projects, leverage the room for economic cooperation, boost trade and investment cooperation, and strive to elevate bilateral trade turnover to over US$2 billion by 2030. The two leaders concurred to step up consultation, coordination, and mutual support at multilateral forums.
At the meeting with top leader To Lam, Finnish President Alexander Stubb highly appreciated Vietnam's socio-economic development achievements, affirmed that Finland attaches importance to its relations with Vietnam, and acknowledged the positive results achieved since the two countries established a strategic partnership. At the same time, President Alexander Stubb stated that the two sides are actively rolling out concrete steps to materialize the outcomes of Party General Secretary and State President To Lam's visit to Finland in October 2025.
In the coming period, the President desired that the two sides continue beefing up cooperation in areas of mutual interest, particularly economics, trade, high technology, digital transformation, especially 5G/6G, artificial intelligence, semiconductors, Earth observation satellites, clean energy, science and technology, education, attracting high-quality human resources, people-to-people exchanges, and sustainable development.
