NA President urges tighter discipline in preparing for second sitting

VOV.VN - National Assembly President Tran Thanh Man has urged relevant agencies to make full use of every day, hour and minute to prepare for the second sitting of the legislature, stressing strict discipline on progress, quality and accountability as the year-end session approaches.

The National Assembly leader made the request at the closing ceremony of the sixth session of the National Assembly Standing Committee in Hanoi on September 30.

With just over two weeks remaining before the second sitting opens, top legislator Man asked relevant agencies to promptly incorporate agreed recommendations, complete the documents and submit them to National Assembly deputies on schedule.

He stressed that shortening the preparation period must not come at the expense of quality. Legislative documents must be complete, carefully reviewed and sufficiently substantiated before being submitted to the National Assembly.

Particular attention should be paid to ensuring consistency among draft laws, especially as several related regulations are being amended at the same time. Agencies should review overlapping provisions and interconnected rules to prevent gaps, duplication or conflicting interpretations during implementation.

National Assembly President Man also noted that agencies must take responsibility for the quality of the documents they prepare. Draft laws that fail to meet quality requirements should be reported and removed from the sitting’s agenda rather than submitted prematurely.

He called for three forms of discipline in the preparations: staying on schedule, upholding quality standards and ensuring clear accountability, with no delays in submitting documents, no unresolved or unclear issues brought before the National Assembly, and no task left without a designated agency or official responsible for seeing it through to completion.

Regarding the 2027 lawmaking programme, the National Assembly President said agencies should begin implementation immediately. Registering a draft law in the programme should be regarded as a commitment to its progress and quality, rather than simply adding an item to a list. Implementation of the programme will also serve as a basis for KPI assessment, with agencies responsible for legislative tasks that are delayed or not completed.

The National Assembly Standing Committee also adopted a resolution on the 2027 legislative programme and three other resolutions within its authority. Top legislator Man asked relevant agencies to promptly finalise the resolutions for certification and promulgation following the session.

He further asked the agencies to prepare early for matters falling under the National Assembly’s authority and to incorporate major orientations adopted by the Party Central Committee’s fourth plenum of the 14th tenure. Socio-economic development and State budget reports should also be finalised for consideration by the Standing Committee before being submitted to the National Assembly.

The National Assembly leader requested that all agencies must work with the highest sense of urgency to ensure that the second sitting is conducted with responsibility, discipline, quality and effectiveness.

The upcoming second session of the 16th National Assembly, the regular year-end sitting, is expected to handle a substantial legislative workload, making preparation time and document quality key concerns. The sitting is scheduled to open on October 17 and close on November 20, with lawmakers expected to consider 45 legislative items, alongside 10 groups of socio-economic, budgetary, oversight and other important matters.
