The two-day plenum of the Party Central Committee, convened nearly three months ahead of schedule, underscores the Party's urgency and commitment in preparation for the upcoming 14th National Party Congress.

Elite Party members are to discuss preparations for the 14th National Party Congress; political and legal foundations for continued reforms; and personnel work.

In his opening remarks, Party chief To Lam thanks the entire Party for its unity and close cooperation with the people nationwide in successfully launching the two-tier local government model on July 1, 2025, marking the beginning of a new chapter in the country's history of growth and transformation.

He emphasises that from the central level down to 34 provinces and cities, as well as 3,321 communes, wards, and special zones, the entire political and administrative system is currently undergoing organisational reform, with a primary focus on enhancing governance quality, adopting scientific management practices, cutting down intermediaries, eliminating overlapping functions, and bringing the government closer to the people to better serve them.

This marks a breakthrough in the organisation of the political system, reflecting the Party’s strong determination to establish a modern, integrity-driven, streamlined governance structure that is people-centered, says the Party leader.

According to the leader, those major policies and historic strategic decisions have received strong support, enthusiastic response, and deep trust from people of all social strata.

People across the country have expressed great expectations for the Party’s renewal efforts and trust in the strategic vision, political bravery, and revolutionary ethics of the Party’s officials and members.

This is a solid and invaluable political and social foundation for us to continue advancing in this new era, affirms the General Secretary.
