Hanoi seeks Russian expertise, investment for urban railway development
VOV.VN - A high-level delegation from Hanoi, led by Tran Duc Thang, Politburo member, Secretary of the municipal Party Committee, and head of the city’s delegation of National Assembly deputies, has completed working visits to Moscow and Saint Petersburg, focusing on railway and urban railway development and expanding
During an August 13 meeting with Dmitry Zverev, State Secretary and Deputy Minister of Transport of the Russian Federation, Thang affirmed that Vietnam deeply values the support and valuable experience of Russian partners in national construction and development.
He noted that Russia possesses advanced technological and engineering capabilities in transport. Meanwhile, Hanoi and Ho Chi Minh City, Vietnam's two special urban areas and primary economic locomotives, are prioritizing the development of urban transport, metro networks, and smart infrastructure.
Hanoi hopes Russia’s Ministry of Transport and Russian partners will share experience in policymaking and specialized technical standards for urban railways and underground structures, while supporting design, technology integration, training, and technology transfer.
The city also invited Russian enterprises to study and invest in metro lines under Hanoi’s transport master plan through 2030, with a vision to 2050. Additionally, Hanoi is interested in designing underground works and stations into architectural highlights showing the capital's distinct cultural and historical character, alongside integrating and synchronizing technology across metro lines.
On the same day, Thang held a working session with leaders of Russian Railways (RZD JSC). He stated that Vietnam considers railway development a priority transport sector for investment.
"Hanoi seeks cooperation with Russia in investment, policy consulting, technical standards for urban railway networks connecting with the national railway system, as well as railway operation and management. The city also desires experience-sharing, technology transfer, and human resource training."
At a working session on August 14, Saint Petersburg Governor Alexander Beglov affirmed that the city is consistently among the leaders in promoting Russia-Vietnam cooperation and stands ready to share experience with Vietnamese localities.
Beglov praised Hanoi for becoming the city’s fifth sister city in Vietnam, following Ho Chi Minh City, Hai Phong, Khanh Hoa, and Dien Bien, under a cooperation agreement signed in May 2025. Notably, Saint Petersburg expressed a strong desire to step up cooperation with Hanoi in urban railways.
The discussions in Moscow and Saint Petersburg demonstrate that urban railways are becoming a notable area of cooperation between Hanoi and Russian partners.
Party Secretary Tran Duc Thang affirmed that Hanoi’s specialized agencies will continue coordinating with Russian partners to implement agreed contents, promoting cooperative activities based on the needs and strengths of each side.
