Cambodia, Vietnam, Laos boost judicial cooperation against cross-border crime

VOV.VN - Judicial leaders from Vietnam, Cambodia, and Laos gathered in Phnom Penh on August 14 for the 8th Court Conference of border provinces, pledging closer cooperation to combat cross-border crime and handle civil disputes.

The Vietnamese delegation was led by Nguyen Van Quang, Secretary of the Party Central Committee and Chief Justice of the Supreme People's Court. The Cambodian delegation was headed by President of the Supreme Court Chiv Keng, and the Lao delegation by President of the Supreme People's Court Phayvy Syboualypha.

In his opening remarks, Lao Chief Justice Phayvy Syboualypha stressed that the conference serves as a venue for judicial bodies of the three nations to exchange expertise, share experience, and strengthen coordination in resolving emerging cross-border issues. He called on all sides to review two-year cooperation outcomes, draw lessons, and define orientations for more effective cooperation ahead.

Addressing the event, Chief Justice of Vietnam’s Supreme People's Court Nguyen Van Quang expressed satisfaction with the increasingly substantive and effective cooperation among the three court systems. He noted that over 16 years across eight editions, the conference has become an essential forum for courts to share experience, build mutual trust and understanding, and contribute to deeper friendship and cooperation among Vietnam, Cambodia, and Laos.

According to Quang, amid deepening international integration alongside strong growth in trade and investment, transnational crimes, particularly hi-tech fraud and drug trafficking, alongside cross-border civil and commercial disputes are on the rise.

This reality demands closer coordination and mutual support among judicial agencies to enforce the law, protect justice, and build a borderland of peace, friendship, stability, and sustainable development.

The Vietnamese Chief Justice hailed the topics chosen for this conference as practical issues requiring more frequent coordination among the three judiciaries. He affirmed that Vietnam's Supreme People's Court consistently values and seeks to nurture fine cooperative ties among the three court systems.

For his part, Cambodian Supreme Court President Chiv Keng noted that the conference provides an opportunity to assess the implementation of the Joint Statement adopted in Da Nang in 2024, while stepping up joint efforts to combat cross-border crime and settle cross-border civil and commercial cases.

The conference focused on four key areas: reviewing the implementation of the 2024 Joint Statement; sharing experience in preventing and trying hi-tech fraud; improving the resolution of cross-border civil and commercial disputes; and trying cross-border drug cases. At the close of the event, the three sides signed a Joint Communiqué, agreeing to further strengthen judicial cooperation.

On the sidelines of the conference, Vietnamese Chief Justice Nguyen Van Quang held separate meetings with Lao Chief Justice Phayvy Syboualypha and Cambodian Supreme Court President Chiv Keng. The leaders positively assessed past cooperation results and agreed to sustain delegation exchanges, enhance coordination, and study new cooperation agreements to bring ties among the court systems into depth and practical efficiency.

Earlier, on the afternoon of August 13, Chief Justice Nguyen Van Quang paid a courtesy call on King Norodom Sihamoni of Cambodia at the Royal Palace. The King commended the hosting of the 8th Court Conference of Border Provinces among Cambodia, Vietnam, and Laos as a valuable forum for courts to meet, share experience, and coordinate work, thereby contributing to a border of peace and friendship.

On the morning of August 15, Chief Justice Nguyen Van Quang visited the Vietnamese Embassy in Cambodia. He listened to Ambassador Nguyen Minh Vu brief on bilateral relations and expressed his desire for the Embassy to continue consolidating friendship and trust between Vietnam and Cambodia.
