Vietnam, Canada adopt Action Plan to realize strategic partnership framework
VOV.VN - Foreign Minister Le Hoai Trung and his Canadian counterpart Anita Anand approved an Action Plan to implement the Vietnam - Canada strategic partnership framework during their talks on September 25 at Global Affairs Canada headquarters in Ottawa.
This is part of General Secretary of the Communist Party of Vietnam Central Committee and President To Lam’s state visit to Canada.
Opening the talks, FM Le Hoai Trung thanked Global Affairs Canada for its close and efficient coordination in organizing the state visit by Party General Secretary and President To Lam and the high-ranking Vietnamese delegation. He affirmed that Vietnam always attaches great important to its friendship and cooperation with Canada, emphasizing that the elevation of bilateral ties to a strategic partnership marks a major milestone reflecting growing mutual trust, shared strategic interests and visions, and expanding cooperative potential.
Minister Anita Anand warmly welcomed Le Hoai Trung to Ottawa, describing the visit as a vital opportunity for both sides to review recent cooperative outcomes and accelerate the implementation of new high-level agreements. The Canadian FM affirmed that Canada values its strategic partnership with Vietnam and underscored Ottawa's commitment to turn the new framework into deep, substantive, and effective outcomes.
The two ministers agreed that the foreign ministries should play a coordinating role in speeding up the effective implementation of common perceptions and agreements reached by senior leaders. They concurred on maintaining the momentum of regular exchanges and contacts at all levels, while strengthening coordination among ministries, sectors, localities, and business communities of both countries.
They adopted an Action Plan to realize the Vietnam - Canada strategic partnership framework, with a view to translating high-level commitments and orientations into specific programs and projects. Priority fields include politics and diplomacy, economics, trade, investment, science and technology, innovation, digital transformation, medicine and pharmaceuticals, education and training, high-quality human resource development, energy security, environment, sustainable development, transport, supply chain and infrastructure management, defense and security, law enforcement and justice, culture, and people-to-people exchanges, thereby delivering practical benefits to the people and businesses of both nations. Both ministers laid stress on the necessity of regularly reviewing and updating the Action Plan.
Both sides consented to make full use of the mechanism of the Deputy Foreign Ministerial-level Political Consultation to enhance cooperation between the Vietnamese Ministry of Foreign Affairs and Global Affairs Canada in carrying out outcomes and high-level agreements. They shared the same view on maintaining existing bilateral cooperation mechanisms periodically and effectively, while continuing to discuss and consider the establishment of other dialogue mechanisms of strategic significance.
The two ministers also compared notes on regional and international issues of mutual concern. Minister Le Hoai Trung urged Canada to step up coordination within multilateral and regional mechanisms, contributing to the maintenance of peace, stability, cooperation, and development amid complex developments in the global situation.
Minister Anita Anand affirmed that Vietnam is a key partner of Canada in the Association of Southeast Asian Nations (ASEAN) and the Indo-Pacific region, and stated that Canada will continue to advance cooperation within the framework of the ASEAN - Canada strategic partnership.
Both sides agreed to maintain close coordination at the United Nations, ASEAN and ASEAN-led mechanisms, the Asia-Pacific Economic Cooperation (APEC) Forum, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and La Francophonie. They consented to support each other in hosting APEC 2027 in Viet Nam and APEC 2029 in Canada, with Viet Nam affirming its support for Canada to host the Francophone Summit in 2028.
They concurred to maintain regular exchanges and close coordination in implementing the Action Plan, periodically reviewing implementation results and accelerate priority programs and projects to generate early, specific outcomes within the framework of the Vietnam- Canada strategic partnership.
