NA to scrutinise use of surplus public offices after administrative restructuring
VOV.VN - National Assembly Chairman Tran Thanh Man has called for strict oversight of surplus public offices and state assets following administrative restructuring to prevent waste and improve public asset management.
Speaking at the opening of the third session of the National Assembly Standing Committee on June 10, the top legislator noted that the recent restructuring of administrative units and state agencies had resulted in a number of surplus offices, land parcels and other public assets. In some localities, however, the handling and utilisation of these assets have remained slow and inefficient.
According to the National Assembly Chairman, the issue has attracted public attention because it directly concerns the management of state resources. The National Assembly will therefore conduct a dedicated oversight programme on the implementation of policies and laws governing the management and use of office buildings after organisational restructuring.
“This is the first thematic oversight programme of the 16th National Assembly, so preparations must be carried out carefully, systematically and scientifically from the outset,” he said.
He also stressed that the oversight process should be aligned with the Party’s broader efforts to combat wastefulness and misconduct, thereby improving the efficiency of public asset management and preventing the loss of state resources.
Key issues on the Standing Committee agenda
In addition to public asset oversight, the National Assembly Standing Committee is expected to review and decide on a range of important matters related to judicial affairs, finance and budgeting, and organisational reform.
In the judicial sector, the committee will consider amendments to regulations governing procedures for administrative handling measures by the People’s Courts, as well as resolutions related to the organisation of provincial and regional court systems.
Regarding finance and budgeting, members will discuss draft resolutions on procedures for formulating and approving the five-year national financial plan, the medium-term public investment plan, state budget estimates and principles for allocating value-added tax revenues among localities during the 2027–2030 period.
The committee will also review the May 2026 report on citizens’ petitions and proposals related to job positions and performance assessment mechanisms for civil servants working in agencies under the National Assembly and the National Assembly Ethnic Council.
Building a professional civil service
On personnel matters, National Assembly Chairman Tran Thanh Man emphasised that job-position frameworks should be designed in a substantive manner, ensuring the right people are assigned to the right tasks and held accountable for measurable outcomes.
He called for an end to formalistic evaluations and a stronger focus on performance-based assessment, where achievements are properly recognised and shortcomings clearly identified for improvement.
The ultimate goal, he said, is to build a professional, responsible and capable civil service within National Assembly agencies that can meet increasingly demanding requirements in the years ahead.
The National Assembly Chairman also urged relevant agencies to promptly finalise reports and supporting documents while calling on National Assembly Standing Committee members to thoroughly review materials and focus discussions on key issues to ensure that decisions are practical and effective.
