VIFC-HCMC, ACCA partner to develop financial services ecosystem

VOV.VN - The International Financial Centre in Vietnam at Ho Chi Minh City (VIFC-HCMC) has signed a memorandum of understanding with the Association of Chartered Certified Accountants (ACCA) to develop the financial services ecosystem.

The Conference on Promoting International Financial Human Resource Development, jointly hosted by VIFC-HCMC and ACCA, officially opened on the morning of September 17. The event marks a new milestone for VIFC-HCMC in building a pool of finance and accounting professionals equipped with international standards, capable of engaging deeply in cross-border financial activities.

Helen Brand, ACCA Global Chief Executive, noted that with the operational launch of the international financial centre in Vietnam, the country has major opportunities as it integrates more deeply into the global economy and financial system.

Building investor confidence is the core foundation of an international financial centre, she said, raising the question of how investors in London can read financial reports from Vietnam and trust them as much as those of enterprises located in their own city. 

Achieving this requires international rules and standards to bolster transparency, comparability, and information quality, thereby drawing foreign capital into Vietnam. She added that an international financial centre must uphold consistent investment rules, transparent decision-making processes, and fair rulings, commitments proven through concrete actions rather than mere declarations.

Under the signed MOU, the two sides will collaborate across four key areas: enhancing professional capacity and knowledge sharing; developing talent and a high-quality workforce; advancing training programs and professional qualifications; and leveraging professional networking platforms. This framework aims to strengthen professional capabilities, foster high-quality financial talent, and boost connectivity among experts, businesses, and organizations within the VIFC-HCMC ecosystem.

Previously, at the Vietnam-UK High-Level Financial Services Conference 2026 held in Ho Chi Minh City on September 14, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Cong Vinh said that the city is speeding up the practical operation of VIFC-HCMC, aiming to roll out foundational products this year, including municipal and project bonds. Furthermore, Ho Chi Minh City proposed four priority areas for cooperation with the United Kingdom: capital market development, green finance, financial innovation, and human resource development and training.

Reviewing this path, Dame Susan Langley, Lord Mayor of the City of London, affirmed that a reputable financial centre must rest on the foundations of trust, transparent governance, and internationally standardized human resources. 

The UK side also pledged continued support for Vietnam in long-term capital mobilization, capital market development, sustainable finance, climate risk management, and fintech innovation.
