HCM City targets top five spot in national competitiveness index by 2026
VOV.VN - Ho Chi Minh City aims to rank among the top five nationwide in the Provincial Competitiveness Index (PCI) by 2026 and elevate its governance quality to the "Very Good" tier by 2030, under a newly issued plan by the municipal People's Committee.
To realize the goals outlined in Plan No. 382, local authorities have identified improving the PCI as a key and ongoing priority. Proposed measures focus on continuing administrative reform and streamlining investment and business procedures.
The city will also enhance transparency by publicly disclosing information on urban planning, land-use schemes, investment project portfolios, and business support policies.
Digital transformation in state management is receiving special emphasis. The southern city plans to offer end-to-end online public services and strengthen inter-agency data sharing, aiming to shorten processing times, reduce face-to-face interactions, and minimize informal costs for businesses.
Under the plan, specific responsibilities have been assigned to individual departments. The Department of Finance is tasked with accelerating online business registration services, aiming for a 95% online application rate and a business satisfaction rate of at least 95%.
Regarding the land access index, the Department of Agriculture and Environment must expedite the issuance of land-use right certificates for qualified projects. The department will also advise on resolving bottlenecks in land valuation, effectively implement the 2024 Land Law, and apply information technology to land data management.
In 2025, Ho Chi Minh City was categorized in the "Fair" tier for governance quality. That year marked the first time the Vietnam Chamber of Commerce and Industry (VCCI) revamped its PCI evaluation method, transitioning from numerical rankings to six classification tiers: Very Good, Good, Fair, Average, Relatively Low, and Low.
Alongside the provincial-level index, Ho Chi Minh City is preparing to conduct its 2026 Department and District Competitiveness Index (DDCI) survey. The 60-day assessment will run from August 1 through September 30.
