By far, together with other localities over the country, Bac Kan has completed all necessary preparation for the 13th National Assembly and people’s council elections at all levels for the 2011-2016 term. Following are excerpts from a VOV interview with Hoang Ngoc Duong, Chairman of the Bac Kan provincial Election Committee.

VOV: The upcoming NA and people’s council elections constitute an important political event. How has the province done in preparation for it to take place in the locality?

Mr Duong: The province has provided training courses for nearly 700 delegates from central to communal levels. The provincial Party Committee has established a Steering Committee and the Provincial People’s Committee has set up an Election Committee, sub-committees to ensure security and order, a committee to deal with denunciations and complains and a sub-committee to disseminate information related to the elections. The Department of Home Affairs is a standing agency of the Election Committee, responsible for all activities to be organised in a lawful manner. The province has so far completed all necessary preparations for the 13th National Assembly and people’s council elections at all levels for the 2011-2016 term.

VOV: Bac Kan has a number of ethnic minority groups. How has the province disseminated information to help voters understand their rights and responsibilities?

Mr Duong: Mong and Dao ethnic minority people live in remote areas and a few of them know Kinh language. We have increased the duration of radio and television broadcasts about the elections by one hour per day and have provided election groups with video clips to play back for ethnic minority people.

We have organised meetings in hamlets and communes and even sent officials to remote areas to explain the rights and responsibilities of voters and help them select the most prospective candidates for the National Assembly and people’s council elections at provincial and communal levels.

VOV: Bac Kan is facing a number of difficulties in its development process. How can it find suitable candidates for the elections?

Mr Duong: One of the most difficulties facing the province is the lack of human resources, ranging from leaders to officials and workers, especially administration staff for districts, villages and communes.

Over the past 15 years, we have focused on training human resources. The most prospective will have a chance to prove their qualifications and capacities and voters will make a good choice of them in a democratic manner.

Through three consultative conferences, we have chosen 78 most prospective candidates from whom 50 will be elected to become members of the NA and people’s councils at all levels.
